I really don't think so. Don't forget that, in FFXIV,TERA Gold, changing weapon-type is the same as changing job and I'm sure there'll be a unique weapon for bard. But to be able to equip it,Rift Gold, there might be some restriction like in FFXIV Gil , where you need x skills in job A and y skills in job B in order to be job C.
Conjurer is pretty straightforward. They get the direct damage and healing - pretty much the WHM and BLM wrapped into one. They get Protect so it follows logic that they get Shell as well and the Haste going to them possibly. Beyond they'll get the kind of enhancing buffs that require upkeep that make up a Bard's role.
Thaumaturge could very well be it though from what little has been shown it's hard to draw a conclusion just yet. The preview shows only one buff - an ability - that seems to be single target. It's possible that ability is in fact the Bard class wrapped up in a simple package. Like Infares mentioned,ROM gold, the idea being to share the buffs you get from debuffing. The role description talks about enfeebling and enhancing.If that is indeed how the class works then there would be no need for a dedicated buffing class.
